This program has been suspended for review from November 1, 2019, to April 1, 2023, and the application of investment applicants has been stopped for the time being. In 2018, the capacity of this method was about 1900 cases, of which 1330 cases were from China alone and the rest of the cases were assigned to other countries of the world. In this program, the applicant is not required to provide proof of language knowledge, and spouse and children under 22 years of age will receive permanent residence together with the applicant.
This program is the only passive investment program and does not require the applicant to start a business, but applicants must deposit 1.2 million dollars in government-guaranteed investment. Applicants who are accepted through this program will receive a Certificate of Acceptance of Quebec (CAQ) and can then apply for permanent residency in Canada.
Requirements to be eligible for this program
Having a minimum capital equal to two million Canadian dollars belonging to the main person or spouse (cash /stocks /property, etc.)
Having at least 2 years of management experience in the last 5 years
Experience including tasks related to planning, management, and control of financial, human, or material resources under the authority of the applicant
The applicant must intend to reside in the province of Quebec
Signing an investment contract with an approved financial institution to participate in the province’s investment program
Payment of 1.2 million dollars for 5 years without receiving interest, to one of the approved financial institutions as a loan, and after 5 years, all of it will be returned to the investor within 30 days.
An alternative way for the applicant to repay the $1.2 million loan is that the applicant pays CAD 350,000 to a government-approved financial institution, but this amount is not returned to the applicant. In return, the financial institution, using its funds on behalf of the applicant, gives the amount of 1.2 million dollars as a loan to the government for 5 years.
